E-PDS - 'IMPLEMENTATION OF PILOT SCHEME ON INTRODUCTION OF SMART CARD BASED DELIVERY OF ESSENTIAL COMMODITIES UNDER TPDS IN THE STATE OF HARYANA AND CHANDIGARH (UT) | E-PDS Project at NIC

Description This project has been assigned by the M/o CAFPD, wherein NIC provided various standards related to the project like Smart cards, Finger prints, Smart Card Transaction Terminal/ Point of Sale Terminal & demographic data and PDS related parameters. NIC made detailed System Study, Preparation of SRS, Design & Development of the application software and Deployment. User Acceptance Testing is completed for both Haryana & Chandigarh (UT).




The application is for Smart Ration card preparation & issuance of commodities using smart card. A major part of this system focuses on reconciliation of data where all transactions can be reconciled to get the allocation of commodities and their lifting by actual beneficiary through an online system.



The designed solution is generic in nature so that it can be replicated to other states with minimum customization. The System is targeted for UIDAI compliance by capturing all ten finger prints, individual photographs of the family members.

One of the important characteristics of the population, on which information is obtained in the census, is literacy. For the purpose of census, a person is deemed to be literate if he or she can read and write with an understanding of any language. A person who can merely read but cannot write is not considered as literate. A person could, however, be a literate without having had any formal education or having passed any minimum educational standard. Ability to merely sign one’s name is not adequate to qualify a person as literate. In the earlier Censuses, that is, till 1971, all children of the age of 4 years and less were treated as illiterate, even if some among them attended school and had picked up reading and writing of a few odd words. However, since 1981, the population aged seven years and above is to be classified as literate or illiterate. In view of this, during 2001 Census, the question on literacy was canvassed only for population aged seven years and above.


Following this criterion, the total number of persons returned as literate in Bihar in 2001 Census is 31675607. Males greatly outnumber females, as among the total literates 20978955 are males and 10696652 females, that is to say, for every 2 literate males there is only 1 literate female. Male literacy rate is almost double (60.32) the female literacy rate (33.57) in Bihar according to Census of India 2001. It can be noted from Table–4 placed at Annexure–4 that literacy rate for Bihar, according to the provisional population totals in 2001 Census, is 47.53% as against 37.49% in 1991 Census. Although the literacy rate in the state has increased by roughly 10 percentage points during 1991-2001, it is still low as compared to the all India average of 65.38 percent. However, it can be said that literacy rates have shown an upward trend over the decade for both males and females (females having an edge over males). The male literacy rate has gone up to 60.32% in 2001 from 51.47% in 1991 while the female literacy rate has gone up to 33.57% in 2001 from 21.99% in 1991.

Bihar is located in the eastern part of the country (between 83°-30' to 88°-00' longitude). It is an entirely land–locked state, although the outlet to the sea through the port of Kolkata is not far away. Bihar lies mid-way between the humid West Bengal in the east and the sub humid Uttar Pradesh in the west which provides it with a transitional position in respect of climate, economy and culture. It is bounded by Nepal in the north and by Jharkhand in the south. The Bihar plain is divided into two unequal halves by the river Ganga which flows through the middle from west to east.

District Rural Development Agency (DRDA) , Bihar Government

District Rural Development Agency (DRDA) has traditionally been the principal organ at the District level to oversee the implementation of the anti-poverty programmes of the Ministry of Rural Development. Created originally for implementation of Integrated Rural Development Programme (IRDP), the DRDAs were subsequently entrusted with a number of programmes, both of the Central and State Governments. Since inception, the administrative costs of the DRDA (District Rural Development Agency) were met by setting aside a part of the allocations for each programme. Of late, the number of programmes had increased and several programmes have been restructured with a view to making them more effective. While an indicative staffing structure was provided to the DRDAs, experience showed that there was no uniformity in the staffing structure. It is in this context that a new centrally sponsored scheme - DRDA Administration - has been introduced from 1st April, 1999 based on the recommendations of an inter-ministerial committee known as Shankar Committee. The new scheme replaces the earlier practice of allocating percentage of programme funds to the administrative costs.


Objective:
The objective of the scheme of DRDA (District Rural Development Agency) Administration is to strengthen the DRDAs and to make them more professional and effective. Under the scheme, DRDA is visualised as specialised agency capable of managing anti-poverty programmes of the Ministry on the one hand and effectively relate these to the overall efforts of poverty eradication in the district on the other.

Indian Government Judgement System

The Judgments Information system consists of the Judgments of the Supreme court of India and several High Courts. In the case of the Supreme Court all reported Judgments which are published in SCR Journal, since its inception i.e. 1950 till date are available. The Judgments reported in SCR till 1993 also have head-notes. The judgments reported in SCR in 1994 and later have only text of judgments with out head-notes.

CONSUMER PROTECTION AND NATIONAL CONSUMER DISPUTES REDRESSAL COMMISSION, INDIA

The Consumer Protection Act, 1986 (in short, ‘the Act’), is a benevolent social legislation that lays down the rights of the consumers and provides their for promotion and protection of the rights of the consumers. The first and the only Act of its kind in India, it has enabled ordinary consumers to secure less expensive and often speedy redressal of their grievances. By spelling out the rights and remedies of the consumers in a market so far dominated by organized manufacturers and traders of goods and providers of various types of services, the Act makes the dictum, caveat emptor (‘buyer beware’) a thing of the past.

The Act mandates establishment of Consumer Protection Councils at the Centre as well as in each State and District, with a view to promoting consumer awareness.

The Central Council is headed by Minster, In-charge of the Department of Consumer Affairs in the Central Government and the State Councils by the Minister In-charge of the Consumer Affairs in the State Governments. It also provides for a 3-tier structure of the National and State Commissions and District Forums for speedy resolution of consumer disputes

Indian Flag color description

The National Flag of India is a horizontal rectangular tricolour of saffron, white and green; with the Ashoka Chakra, a 24-spoke wheel, in blue at its centre. It was adopted in its present form during a meeting of the Constituent Assembly held on 22 July 1947, when it became the official flag of the Dominion of India. The flag was subsequently retained as that of the Republic of India. In India, the term "tricolour" (Hindi: तिरंगा, Tirangā) almost always refers to the Indian national flag. The flag is based on the Swaraj flag, a flag of the Indian National Congress designed by Pingali Venkayya.


The flag, by law, is to be made of khadi, a special type of hand-spun cloth of cotton or silk made popular by Mahatma Gandhi. The manufacturing process and specifications for the flag are laid out by the Bureau of Indian Standards. The right to manufacture the flag is held by the Khadi Development and Village Industries Commission, who allocate it to the regional groups. As of 2009, the Karnataka Khadi Gramodyoga Samyukta Sangha was the sole manufacturer of the flag.

Usage of the flag is governed by the Flag Code of India and other laws relating to the national emblems. The original code prohibited use of the flag by private citizens except on national days such as the Independence day and the Republic Day. In 2002, on hearing an appeal from a private citizen, the Supreme Court of India directed the Government of India to amend the code to allow flag usage by private citizens. Subsequently, the Union Cabinet of India amended the code to allow limited usage. The code was amended once more in 2005 to allow some additional use including adaptations on certain forms of clothing. The flag code also governs the protocol of flying the flag and its use in conjunction with other national and non-national flags.


Bhagwa or the saffron colour denotes renunciation or disinterestedness. Our leaders must be indifferent to material gains and dedicate themselves to their work.

The white in the centre is light, the path of truth to guide our conduct.

The green shows our relation to (the) soil, our relation to the plant life here, on which all other life depends.

The "Ashoka Chakra" in the centre of the white is the wheel of the law of dharma. Truth or satya, dharma or virtue ought to be the controlling principle of those who work under this flag. Again, the wheel denotes motion. There is death in stagnation. There is life in movement. India should no more resist change, it must move and go forward. The wheel represents the dynamism of a peaceful change

Constitution of India | History of indian constitution

India, also known as Bharat, is a Union of States. It is a Sovereign Socialist Democratic Republic with a parliamentary system of government. The Republic is governed in terms of the Constitution of India which was adopted by the Constituent Assembly on 26th November 1949 and came into force on 26th January 1950.

The Constitution provides for a Parliamentary form of government which is federal in structure with certain unitary features. The constitutional head of the Executive of the Union is the President. As per Article 79 of the Constitution of India, the council of the Parliament of the Union consists of the President and two Houses known as the Council of States (Rajya Sabha) and the House of the People (Lok Sabha). Article 74(1) of the Constitution provides that there shall be a Council of Ministers with the Prime Minister as its head to aid and advise the President, who shall exercise his functions in accordance to the advice. The real executive power is thus vested in the Council of Ministers with the Prime Minister as its head.
The Council of Ministers is collectively responsible to the House of the People (Lok Sabha). Every State has a Legislative Assembly. Certain States have an upper House also called State Legislative Council. There is a Governor for each state who is appointed by the President. Governor is the Head of the State and the executive power of the State is vested in him. The Council of Ministers with the Chief Minister as its head advises the Governor in the discharge of the executive functions. The Council of the Ministers of a state is collectively responsible to the Legislative Assembly of the State.



The Constitution distributes legislative powers between Parliament and State legislatures as per the lists of entries in the Seventh Schedule to the Constitution. The residuary powers vest in the Parliament. The centrally administered territories are called Union Territories
